Mandatory Training & Participation Requirements

For the 2026 Montana Avenue Art Walk on Saturday, October 3, the City of Santa Monica is enabling an Event-Based Entertainment Zone on Montana Avenue.

The Entertainment Zone allows adults age 21+ to enjoy approved alcoholic beverages purchased from participating businesses while walking within the designated Entertainment Zone during the event.

Businesses that choose to participate must meet the City of Santa Monica and California Department of Alcoholic Beverage Control (ABC) requirements, including attending the mandatory training session below.

Mandatory Entertainment Zone Training

The Entertainment Zone Alcohol Awareness and Bystander Training is mandatory for all businesses participating in the Art Walk Entertainment Zone.

At least one representative from each participating business must attend. This may be the business owner, manager, or another appropriate representative.

The person attending will be responsible for sharing the training with other staff members who will interact with patrons during the Entertainment Zone activation.

Parking

Public parking is available underneath the Santa Monica Main Library and is accessed from 7th Street.

Parking validations will be provided to training attendees.

Required Participation Documents

In addition to attending the mandatory training, every participating business must submit the required Entertainment Zone documentation to the City of Santa Monica.

1. Entertainment Zone Participation Agreement

Complete and sign the City's updated EZSM Alcohol Service Participation Agreement.

Important: The agreement has been updated for the current program year. Even if your business completed a Participation Agreement previously, you must complete and submit the new agreement.

Please return all 5 pages of the signed agreement.

The City's insurance requirements begin on page 3 of the agreement.

2. Notify California ABC

Participating eligible ABC licensees must notify the California Department of Alcoholic Beverage Control (ABC) of their intent to participate in an Entertainment Zone.

This notification is required annually, so businesses that notified ABC previously must submit a new notification for this year.

After submitting your notification, retain your ABC confirmation as proof of notification for your participation packet.

3. Certificates of Insurance

Participating businesses must provide the required Certificates of Insurance (COIs), including:

  • A Certificate of Insurance naming the City of Santa Monica as additionally insured.

  • A Certificate of Insurance naming the Montana Avenue Merchants Association as additionally insured.

Submit Your Documents to the City

Your completed participation documents should be emailed directly to:

ezsm@santamonica.gov

Your submission should include:

  1. Your completed and signed 5-page Entertainment Zone Participation Agreement

  2. Your ABC Proof of Notice / notification confirmation

  3. Your required Certificates of Insurance

You do not need to wait until the September 14 training to submit your documents. Businesses are encouraged to send their completed paperwork to the City in advance.

RSVP for the Mandatory Training

If your business plans to participate in the Entertainment Zone during the Montana Avenue Art Walk, please complete the RSVP form below for the representative who will attend the September 14 training.

Only one representative per business is required to attend, although additional appropriate staff members may attend if desired.
